My telegram 6th September a fully representative Relief Committee including Japanese has been established.

If it will assist those in charge of the Relief Fund at home

this Committee will be glad to receive such Funds and to undertake that they will be spent to the best possible advantage in consultation with the Japanese Consul General

in purchasing supplies available on the spot.
